Stuff happens, but consider this shlub is probably a communications major. You probably don't walk in right into the newsroom straight out of the student center.
So what the hell? If you've seen thirty seconds of the Weather Channel you could do a better job than this guy.

I don't know what the weekend crew at KOMU was like back when you were here, Chris. But the kids they have on there these days are hilarious. It's truly the funniest train wreck of a show on tv right now. We always watch the Saturday night edition that leads into SNL. Often times, the news ends up being the funnier of the two.

I've spent a good deal of time on camera. It basically looks like the guy went into vapor lock.
Once that Tel-E-Prompter starts rolling, if you're not there with it, panic quickly ensues. Add in the fact that weather people work in front of green (or blue) screens that show the weather patterns moving -- and he's obviously lost in the screen activity. You don't actually have those cues in front of you; it's more an educated guess of where to stand. Once you've seen how to depict things moving from west to east, etc., it gets easier. Plus, you've usually got a clicker-type device that you punch to change the screens, move the radar picture, etc.
Weather is the toughest tap dance in TV.
I'd bet he was a first-timer or fill in.

I'm assuming he's got a monitor within his field of vision. I've seen six-year olds at science museums do a better job than this.
