All the Republicans on the committee, except Arlen Specter, voted against it.
So that would be:
Orrin Hatch, (R - Utah)
Charles Grassley, (R - Iowa)
Jon Kyl, (R - Arizona)
Jeff Sessions, (R - Alabama)
Lindsey Graham, (R - South Carolina)
John Cornyn, (R - Texas)

For all his other faults, Arlen Spector has consistenly been opposed to the president's efforts to do away with the criminal protections afforded by the Constitution.

My impression (which may be inaccurate) is that before the 2006 election, Specter did a lot of talking without much action on this topic. Still, better late than never.

Spector is forever going in front of the cameras and talking long and persistantly as to how he is against something or other. Telling us, that even so, he will investigate before he votes against it, or for it, and then he does what he pretends to have been against at the outset. No one hardly even notices that he did what he said he was against in the first place, as he "investigated and looked into" the matter thourougly. Sure. Right. It's how he operates. He has to believe first impressions are lasting. It does seem to work for him.
